The North Carolina National Guard and Moldova were awarded the 2023 Partnership of the Year for their successful military-to-military and whole-of-government collaboration that began in the mid-1990s. The partnership was recognized for its strong foundation of trust, transparency, and cooperation at the State Partnership Program's annual conference.
